STEPS TO REPRODUCE
1. change the konsole's language to zh_CN 
2. pick up a image to change the background 
3. change the scale

OBSERVED RESULT
after change the image scale method.the image is still tile method,which means is has no change

EXPECTED RESULT
the scale method changed

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 
KDE Plasma Version: 5.24.5
KDE Frameworks Version: 5.94.0
Qt Version: 5.15.4

ADDITIONAL INFORMATION
I tried en_GB,en_US and other english based languages,that's working

well, the version I reported is quiet bit old,In the next version of konsole,it works.may be I forgot to close this, so be this bug report is expired.By the way,thank you for your reply.
