The window itself is bugged for having minimize and maximize button.

Open dolphin 
STEPS TO REPRODUCE
1.  Open dolphin
2. Go to help > Report bug
3. maximize or minimize the window >>

In general we always let people minimize windows, so it would be very disturbing if this one could not be. But being maximizable doesn't really make sense given the small content area, indeed.
