STEPS TO REPRODUCE
1. Open a file dialog (like open or save file in Firefox)
2. Use mouse scroll wheel to zoom in and out

OBSERVED RESULT
Scrolling up will zoom in a lot more per one step than scrolling down to zoom out.

EXPECTED RESULT
Zooming in and out takes the same amount of steps on the mouse wheel.

Cannot reproduce, maybe your mouse scroll wheel is more loosen up when scrolling upwards?
