SUMMARY
If you receive a notification that has some sort of action, you can click to activate it. E.g. a notification from Firefox that takes you to a webpage. But when you're too late and the notification disappears and you go to the notification history to see it, you can't click to activate it. Clicking it does nothing and there doesn't seem to be any other way to activate it. So the action/link is lost.
