The edit mode can have an extra icon on the side.

SUMMARY

I find some widgets, like workspace switcher, weathers, rss, emails, are particular useful to be permanent visible. Also, I have a large enough screen to have multiple of them.  I don't ever want to cover any of them. I find no way currently to let them always on top.

EXPECTED RESULT

When I am in edit mode of plasma, there can be an extra icon to set a widget to be always on top.  (see attachment -> i don't know the name, but it is the side handle when edit the widgets.)

The correct way here is to put them in a panel. Panels are on top of windows, which are on top of the desktop, and there's not much we can do to change that. You can make the panel really think to show the full version of the widgets even when they're in a panel.
