STEPS TO REPRODUCE
1.  put a layer inside of group
2.  create an filter layer with halftone (inside of group).
3.  

OBSERVED RESULT
The filter doens't show up.

EXPECTED RESULT
Halftone applied just inside of group.

I probably misunderstood how the halftone filter works. It needs a opaque fill layer below the draw layer.   

It works with an opaque layer inside the groups.
