SUMMARY
I can reproduce this bug on both X11 and Wayland sessions.

STEPS TO REPRODUCE
1. open Konsole
2. if Konsole window is maximized, unmaximize it
3. position the mouse pointer on the top border of Konsole

OBSERVED RESULT
it's impossible to resize the Konsole window vertically because the mouse pointer never changes to resizing mode

EXPECTED RESULT
the mouse pointer should change to resizing mode when positioned on the top border of a window
