STEPS TO REPRODUCE
1. Click on pencil 2
2. Draw on canvas
3. 

OBSERVED RESULT
Has the same texture as basic brushes

That brush, and many others in Krita rely on pressure-sensitivity. You will need to use Krita with a pressure-sensitive device, like a drawing tablet to get a textured effect. More explanation here: https://docs.krita.org/en/user_manual/drawing_tablets.html
