When using multiple monitors, the panel from one display will create invisible window snap points on other displays. This is more noticeable when the panel is anchored to the top of one display. Dragging a window around on the secondary monitor will cause the window to catch and try to snap to these invisible edges.

STEPS TO REPRODUCE
1. Connect multiple monitors. This is easier to notice if one monitor is aligned higher or lower than another.
2. Drag a window around on the second display where the panel from the first display lines up.
3. The window will catch on invisible edges that align with the top and bottom of another displays panel

OBSERVED RESULT
- Dragged windows catch on invisible edges that extend from panels on other monitors

EXPECTED RESULT
- Each panel should only create snap points for the monitor it is on, and shouldn't affect windows being dragged on other displays.

Expected behavior

To take this one I moved my panel at the bottom of my second screen which also remove this invisible top panel on my laptop monitor.
