SUMMARY

I used Kalendar and KOrganizer etc... and the Problem was the same. I Can create new events that are then shown on my mac, but it doesn't work the other way around

STEPS TO REPRODUCE
1.  Download Kalendar https://apps.kde.org/de/kalendar/
2. use Dav groupware ressource and basically do what is described for iCloud in the redme https://invent.kde.org/frameworks/kdav
3. start syncing

OBSERVED RESULT
Doesn't download any events from the iCloud calender. can only create events

EXPECTED RESULT
Download & Upload (synchronization)

more than likely this is a dupe of 415005
hopefully fixed in the next major release in a few weeks.
