Os: Endeavor os (based off of arch)
GPU: AMD radeon rx 6600
STEPS TO REPRODUCE
1. Install an icon theme like papirus manually from the github

Do the icons come back when you restart plasmashell using `kstart5 -- plasmashell --replace` in a terminal window?

Does the same thing happen when using the standard Breeze Icons theme?

Yes, the issue persists with the breeze icon theme. I do not know about the restarting plasma thing  since I reinstalled since I was impatient. Reinstalling fixed the issue.
