SUMMARY
When the in-game VSync is disabled, KWin forces VSync but while in GNOME Wayland session, this doesnt happen.


STEPS TO REPRODUCE
1. Open a Game which has option to disable in-game VSync.
2. Go to settings and disable VSync.
3. Check the FPS using Mangohud or DXVK HUD. The FPS is still capped to display refresh rate.

OBSERVED RESULT
Here is the video showcasing this VSync forced by KWin and compared to GNOME Wayland session:- https://www.youtube.com/watch?v=mATihNvCizY . You can clearly see that the FPS is capped in Plasma Wayland session while its uncapped in GNOME Wayland session with the same in-game settings (VSync disabled).

EXPECTED RESULT
The FPS should be uncapped like in the GNOME Wayland session when in-game VSync is disabled.
