KDE Connect can let users carry out certain tasks like link sharing, file sharing, etc. even when the devices are disconnected. How this could work is the task should be added to a queue offline and whenever the devices are connected, all the pending offline tasks can be executed instantly. This is similar to Firefox Send link to device feature which works even when one of the devices is switched off and the link is shared with the device as soon as it is synced with Firefox servers. Hope I was able to explain it.
