steps to reproduce:
grab an amd gpu
lock the screen
unlock the screen
and bam, enough flickering to give someone a seizure
Moving to mouse the flickering areas resolves the problem
this has affected all version of kde plasma that i have used (after like 5.23.x or smth)

disabling the login effect in system settings -> desktop effects resolves the problem

nope does not, instead of flickering, it leaves an area of black around the windows (rectangular) 
This probably has to do with the window shadow

tried again and its flickering :(

seems like conky was causing the issue, and since it dosen't really work, I uninstalled it and now it work just fine

I can confirm I am also having this issue.
It's not 100% of the time, but happens more often than not.
Either the screen is flickering or just black until the mouse is moved or a window on that screen is interacted with.
Arch Linux 
GPU: AMD 5700 XT
KDE 5.24.2-1

As a note, the screen the unlock happened on seems to generally fine (as that is where the mouse starts?)
I am using a triple monitor setup 
1080p - 1440p - 1080p
I also saw it when all 3 were 1080 as well though.

OS: openSUSE Tumbleweed with Plasma 5.24.2
GPU: Intel ICL Iris Plus G7 (i7-1065G7)
RAM: 16GB LPDDR4X (if relevant)
Session: Wayland

Oh, and forgot to add: I'm using an external 1440p monitor connected via USB-C (DisplayPort) from my laptop whose built-in screen is not in use.
