SUMMARY
Currently, folder icons automatically get recolored when changing the system accent color. Would it be possible to extend that functionality to allow for manual changes in colors too? It could be useful for those who prefer another icon color than the chosen accent color, as well as making it possible to color code different directories to keep them apart.
I am aware of bug 37300, but would argue that they are not the same, since this is only about overriding the automatic recoloring – not about adding emblems (even if both may serve similar use cases).

Also, if this bug ticket is misplaced, then please help me change it to the correct one.

You can already do this! :)

Right-click on folder > properties > click on folder icon > set it to one of the colored folder icons

Right, I forgot that that's a thing. Sorry, I could have been clearer about what I meant then:
If it was possible to use the recoloring API to manually change the folder colors, then any folder, regardless of emblem on it, could be set to any color. It could also be applied to all sub-directories of that folder. The colored folder icons are not able to do that.

I'll understand if it may be too niche or much work to implement though.

It could, but that would be a bit redundant with the colored folder icons.

But maybe this could be a sort of poor man's colored labels feature.
