SUMMARY
Neither KWrite or Kate allow margins for printing.
STEPS TO REPRODUCE
1. Open any text document.
2. Try to set a half-inch left margin.

OBSERVED RESULT
There are no margin settings.

EXPECTED RESULT
I expect margin capability in any modern editor that supports printing.

This is a valid wish, but somebody must step up to implement it.

For me the Qt page layout dialog we use for printing allows to configure margins.

'properties' button in the print dialog.

I concur.  Thanks to you, I found the place to set margins in Kate.  Thanks.
