updated product to Plasma Upon reboot (again), a KWIN (stopped?) warning came up, under report a bug from the error window, I saw 'kwin 5.22.5 no longer supported'. Before I tried to remove the backports to restore, I tried 'sudo pkcon update' which upon this next reboot, I can now see the desktop screen except for the original problem of no Panel. This still leaves the issue of the Panel disappearing on boot up. I hope there is a fix so I will not need to add a Panel every time I boot up.
