this might sound a bit silly but i have a habit of reading planet.kde.org so i know in advance what update i will get in the coming days once it lands. During the update itself it just does magic things in the background so my suggestion is that we should either inform the user exactly "what" they are getting in this new update, maybe it can be in the discover, maybe after an update is finished, it asks the user if they want to read the release notes, or if the software informs the user about upcoming changes "before" doing the updates. 
Nate graham's blogpost is a staple now in KDE so why not bring that to the users ? obviously users would be able to set this off or on depending on their preferences but in my opinion if more people are exposed to the fixes that go into the software, they would be more appreciative of the work and/or be more willing to contribute

https://pointieststick.com/category/this-week-in-kde/ is an incredible resource so it is only fitting this is baked into the system itself, maybe downstream users are using their own similar blogs and they would link their own post series instead of twik

For every Plasma release there is a release announcement with the highlights for the release.

i mean i am using kde neon for almost 2.5 years now. i get somewhat weekly updates in discover but i have to check TWIK blogs to actually see what was updated. my suggestion is that users are given a notification.

i actually saw this on a linux lite os installation. once they update, the finished update notification said "read release notes here" . 

i understand the announcements are there but do we direct users after an update to that page?

Hehe I'm honored.

What we should probably do is link people to the release announcement itself. We could show a notification with a link to it when people's distro offers them an upgrade to this version, and then a "what's new" window after they've updated. That's tracked with Bug 441367, and we can use this to track the richer "new plasma version" update notification.
