Tellico  handbook not working (F1). When clicked, nothing happens


STEPS TO REPRODUCE
1.  Click Tellico  handbook 
2. When clicked, nothing happens


OBSERVED RESULT
When clicked, nothing happens

EXPECTED RESULT
Handbook should open

With the contributed installer for Tellico 3.4.4, it appears this bug is not present. Clicking F1 or or opening the Handbook link in the menu opens up a browser window to the handbook.
