SUMMARY
Meta key doesn't open application launcher.

STEPS TO REPRODUCE
1. Add application launcher to latte dock
2. Edit shortcut of the launcher to use the meta key
3. Press the meta key and observe

OBSERVED RESULT
Application launcher doesn't open.

EXPECTED RESULT
Application launcher should open.

Your step 2 is not needed with Latte. 
To enable this right click Dock, Configure Latte..., Enable option to press meta to show application launcher.
