STEPS TO REPRODUCE
1. Pin apps to "Icons-Only Task Manager"
2. Open many apps
3. Press Meta + 1..9


OBSERVED RESULT
Seemingly random order for meta+n shortcut

Having open chromium and dolphin, pinned Kate and Atom and opened terminal, system settings and gwenview, in that order (see screenshot)

Meta+1 opens Chromium
Meta+2 opens Terminal
meta+3 activates gwenview
meta+4 activates dolphin
meta+5 activates system settings

EXPECTED RESULT
Meta + n should open nth app without skipping any of them

ADDITIONAL INFORMATION
Checked shortcut settings and it seems good. I think I can't reproduce this on Wayland.
I'm not on the default activity. I think it happens on any.
After opening Kate: 

Meta+1 opens Chromium
Meta+2 opens Terminal
meta+3 activates gwenview
meta+4 activates dolphin
meta+5 activates system settings
meta+6 opens kate

Sorting in Icons-Only Task Manager settings is set to "Manually".

I also cannot reproduce this in the Plasma Wayland session.

Can I ask you to upgrade to Plasma 6 (which is due to be released in 5 days) and try it again there, to see if it's still happening?
