STEPS TO REPRODUCE
1. just perform a "plain text" replace space with space + comma in below text:

only part of the space is replaced

issue is gone in version 21.12.2

As stated in my report #453043  Kate 21.12.3 and the issue is still present. 
So, either it's not fixed or it's a new bug,

As for *your* bug, it has nothing to do with Kate x.y.z. It was fixed in KTextEditor library. When that gets upgraded you will get the fix.

Refrain from reopening duplicates. Please.
