STEPS TO REPRODUCE
1.  Open KInfocenter
2.  Go to Graphics -> Wayland
3.  Click on the "Help" button on the bottom

OBSERVED RESULT
Nothing happens, the button just turns blue.

But on the "Network" pages it triggers the Help Center, though it says `Could not find filename nic.html in /usr/share/doc/HTML/en//kinfocenter/nic.html.`

Short term: We should hide these buttons.
Long term: we should make the buttons' visibility automatically determined by the presence or absence of help docs.
