Applications with non-system title bar (like steam) can be moved behind plasma panel. Applications with system title bar also can be moved so but when dragging using meta key

STEPS TO REPRODUCE
1. Open chromium
2. Right click on tabs bar > uncheck "use system title bar" 
3. Try to move the window behind panel

or

STEPS TO REPRODUCE
1. Open any app
2. Try to move app behind the panel

OBSERVED RESULT
App moved

EXPECTED RESULT
Cursor moved but window didn't

it's a *top* panel, right?

I meant under panel (more likely *bottom*)

Can reproduce with a top panel and gtk4-demo. Any CSD apps will still snap correctly, but can be moved beneath it, SSDs apps will stop moving at the boundary
