By my understanding, this setting was intended for the KXMLGUI toolbars and thus apps like Kate or KMail. TBH I am not sure if changes to the toolbars should have effects on KRunner, personally I'd say no. Also, the buttons in KRunner have unlike the toolbar-buttons no text at all (except the tooltips). Does this make sense to you? As discussed in VDG, this can be closed. Apologies for the strangely phrased report. I was a little worse at phrasing such things in 2022.
