Usually it freezes up and doesn't allow you to make any changes if the layer is locked. Are you sure the layer that is being selected for painting and transforming is the top layer and not the bottom one which is locked? Can you please maybe make a video showing this behaviour and exact steps to do? I tried using the steps you mentioned and it worked for me like it should (my version was 66f7dce492, which is roughly Krita Next from the website, but I'm sure the Krita 5.0.2 works the same way).
