Time Format settings is missing in 5.24.


STEPS TO REPRODUCE
1. Run `systemsettings5 kcm_format`

OBSERVED RESULT
Empty page is opened.

EXPECTED RESULT
Time Format settings page is opened.

I think it's actually 'systemsettings5 formats', and I can confirm it's present in 5.23 but not 5.24

[kcms/formats] Install to new namespace

The .desktop file got moved to the new location but not the .so file, which seems to break systemsettings
