STEPS TO REPRODUCE
Follow guide in https://community.kde.org/Guidelines_and_HOWTOs/Build_from_source/Windows:
1. open powershell (as admin)
2. run "Set-ExecutionPolicy -Scope CurrentUser RemoteSigned"
3. run "iex ((new-object net.webclient).DownloadString('https://raw.githubusercontent.com/KDE/craft/master/setup/install_craft.ps1'))"

OBSERVED RESULT
Crash because a python scripted encountered an encoding error

Could you try that with a recent version of Craft and Python?
