Regressed as part of 13181b03eac3c85f0649d5399d8c3037c388928c in kiconthemes. The neon logo naming/location is a bit dodgy. Either the logo shouldn't be named start-here-kde-neon (which means -kde is a more generic representation, which it isn't really) or it should be in breeze and breeze-dark. The former probably makes more sense though. Finally fixed.
