SUMMARY
Sometimes the Annotation toolbar looks disconnected from the other toolbars, and sometimes it looks integrated as a part of the UI. See attached screenshots.


STEPS TO REPRODUCE
1. Happens randomly, can't reproduce. It does happen often, but there's nothing specific that changes it. 

OBSERVED RESULT
Annotation Toolbar looks different at times.

EXPECTED RESULT
It should look the same all the time
