heres the button with runningout timer

SUMMARY
so when you drag animation speed to maximum it disables all animations, including the little timer around close button on notifications. im not sure if its a bug or more like a wishlist but imo its not a proper behaviour. maybe its time to make "disable animations" button?

STEPS TO REPRODUCE
1. go to systemsettings5 -> workspace behaviour and set animations speed to maximum 
2. get a notification, i e spectacle -fb for background screenshot
3. look at the close button on this notification

OBSERVED RESULT
there is no running out circle timer

EXPECTED RESULT
it should be.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: gentoo with 5.22 and 5.23

When animations are set to instant, it means no animation effects; that effectively *is* the "disable animations" feature. This is an animation, so it gets disabled. :)
