STEPS TO REPRODUCE
1.  Launch Kate with or without a  document
2.  Open a document from Dolphin or the desktop that is associated with kate.
3. 

OBSERVED RESULT
Kate creates a new tab (as configured in settings) but must be manually selected to display.
If Kate is minimized, it flashes in the taskbar but remains minimized.
If Kate is not minimized but other windows are over it, it remains beneath the other windows.

EXPECTED RESULT
Kate will activate and display over other windows or unminimize.

can't reproduce on Kate 21.12.0 Framework 5.89.0

Removing all kate configuration-related files seems to resolve the issue.
