STEPS TO REPRODUCE
1. Have two or more Activities open.
2. Try to pin any app that is not currently open to a specific Activity's panel using the 'Pin to Task Manager' submenu
3. Try to pin an app that is open to a specific Activity's panel

OBSERVED RESULT
You can only pin an app to specific Activity's Task Manager when it is open.

EXPECTED RESULT
You should be able to pin it to a specific Activity's Task Manager when it is closed too.

Thankfully this has already been fixed in Plasma 5.24.
