Binding Alt+f1 to any of the application launchers is enough to get meta to launch them. However, this doesn't work with krunner.

There is a workaround, which is to run: 

kwriteconfig5 --file kwinrc --group ModifierOnlyShortcuts --key Meta "org.kde.krunner,/App,,toggleDisplay"

Please a) allow meta to be associated with krunner as a shortcut via the UI; b) perhaps more generally provide a way in shortcuts for "meta" to be _the_ shortcut, without needing the alt+f1 workaround.

It's not something decided by kwin, but plasma.

I think it's reasonable for there to be a generic way to make the Meta key a shortcut for anything, as requested here.

The weird Alt+F1 redirection for Kickoff is strange and unintuitive.
