STEPS TO REPRODUCE
1. Enter edit mode on a panel.
2. Drag an applet to the center of the desktop.
3. Leave edit mode.

OBSERVED RESULT
The applet lands next to the panel.

EXPECTED RESULT
The applet should follow the cursor.

SOFTWARE/OS VERSIONS
KDE Plasma Version: Tested 5.23.4 and stable 5.22, happens in both.
KDE Frameworks Version: 5.88
Qt Version: 5.15.2

I can confirm this is fixed and working as intended in current git master, soon to be Plasma 6.2. There was come panel drag-and-drop work done that made this function properly.
