SUMMARY
Dolphin almost always ignores changed 'Locations' using the default values for current locale set.

STEPS TO REPRODUCE
1. Run Settings - Applications - Locations using a Czech Language.
2. Rename 'Stažené' to 'Downloads' and 'Obrázky' to 'Pictures'.
3. Open Dolphin and see that Stažené and Obrázky are still present in the folder list in the left panel and inaccessible

OBSERVED RESULT
Once in tens of tries the folders are named correctly and accessible.

EXPECTED RESULT
Dolphin respects renamed values.
