SUMMARY
Normally, there is an outline box in Inkscape to tell if the dialog attached to the mouse can be docked. It does not appear in the Breeze-gtk themes however. It should look as shown: https://media.inkscape.org/media/resources/file/2021-11-21_19-09-22.gif


STEPS TO REPRODUCE
1. Open Inkscape
2. Open some dialogs (e.g. XML Editor and Fill and Stroke w/ Ctrl + Shift + x and Ctrl + Shift + f)
3. Click and drag a tab to the side of a dialog

OBSERVED RESULT
There is no docking outline

EXPECTED RESULT
There should be a visible outline to tell if the dialog can be docked/snapped.
