STEPS TO REPRODUCE
1.  Cold boot system or wake system up from sleep
2.  Try playing any sound right away

OBSERVED RESULT

Sound played at maximum volume (100%)

EXPECTED RESULT

Sound played at previously set volume

ADDITIONAL INFORMATION
Ever since the switch to pipewire, I suffer from this behavior on my system. It only takes simple one time adjustment (move volume slider or control from the keyboard) and then volume gets in sync, but out of the box it plays at 100% and every once in a while I forget about it and get a full volume blast.
