STEPS TO REPRODUCE
1. Open Settings.

OBSERVED RESULT
The window opening animation is laggy.

This happens with all of the window animations, Glide, Scale and Fade.

Do you see this with any other windows, or only System Settings' window?

Just for System Settings. I'm using Wayland now and the lag isn't happening.

No. It just happens in the SS home screen.
