SUMMARY
The icons in the task manager can't be dragged and rearranged

STEPS TO REPRODUCE
1. attempt dnd'ing the icons in the task manager or IOTM
2.

did more testing since I reported this and I wasn't able to reproduce it again

My guess: Wayland's design of not letting windows know what keys you're pressing while they're not focused may have caused some buttons getting stuck as "pressed" for the Plasma panel which could've caused this bug, this would also explain why I haven't been able to reproduce it (I just didn't get the button stuck like that again)
