SUMMARY
Pinned windows are not always on top.

STEPS TO REPRODUCE
1. Start any application which should be set to "keep above others". In this example, start VLC.
2. Right click on window decoration -> other activities -> keep above others
3. Start any fullscreen application. For example use Firefox browser and press F11.

OBSERVED RESULT
Fullscreen application is shown.

EXPECTED RESULT
Fullscreen application and window with "keep above others" should be shown at screen. Window should be on top of fullscreen application.
