Shows not synchronize icon/visibility

SUMMARY

Layer visibility status can be different from the layer panel and timeline, when the layer is in a group.
It's more like a visual bug, can be disturbing to see a visible layer, but cannot draw on it!

STEPS TO REPRODUCE
1. Create a new layer
2. Put the layer in a group (Ctrl-G)
3. Hide the visibility of the group

OBSERVED RESULT
The layer still show a visible in the timeline (eye icon), but actually it is not.

EXPECTED RESULT
Showing the good visibility in the timeline but it is not quite easy, because we do not have any informations about groups in the timeline.

I can confirm this is the case for the 4.4.7, 4.4.8 and the Nov 10 5.1.0-prealpha (git 17a3a4c) appimages on Debian 10.
(It's more of a minor ergonomic inconvenience that a significant bug.)

When the group visibility is off, you can Create Blank Frame but can't paint in it. You can Create Duplicate Frame and that works but you can't see the result until the group visibility is turned on.
