When a user opens a development project, no matter the IDE, their purpose is to inspect the project's files first, as far as I know. Also, upon opening a new project, there is no feedback indicating the user actually opened the project other than the automatic build on the lower pane. For both cases, I think having the Project pane open when opening a project makes sense.
