SUMMARY
I have upgraded my Kubuntu 21.10 to Plasma 5.23.2 today via backport ppa. 

STEPS TO REPRODUCE
1. Switch theme to Breeze Twilight
2. Open Chrome / Firefox / Libreoffice or VS Code (may be any other GTK app will do, too)
3. Open Dolphin for reference

OBSERVED RESULT
When the above mentioned applications are active the border is slightly darker than the content. When losing focus display is correct: border color matches content color otherwise not. Dolphin for reference shows no difference between active / inactive.

Chrome issue is Bug 435224.

VSCode is unfixable as it's an electron app that doesn't respond to the KDE color scheme.

LibreOffice Writer issue is mostly in LibreOffice, but we may be able to accommodate it in Breeze. Using this bug report for that.

just tried diferent Breeze color schemes "Breeze Classic Dark" and "Breeze Classic Light" from store.kde.org. They display proper colours on Code, Libreoffice and Chrome, ...
