Moving favorite items is limited to current scrollbar view

When I try to move a favorite item the scrollbar doesn't move with pointer dragging movements. See attached video for more info.

It looks like this bug has gotten even worse.  I noticed today that dragging items is completely disabled if scrollbars are present.  If I delete enough favorites to make the scroll bar disappear, dragging is again enabled.  Add one more favorite to make them appear... and no more dragging at all.  So, if you have more than one screen of favorites, there's no longer any way to re-order them.

Ah, we just fixed this in Plasma 5.24! Thanks for reminding me about it.
