I've waited too long for now.

Telling you the full story:
I've installed my Nvidia driver (RTX 3060) using the .run file from the Nvidia's website as the "ubuntu-drivers autoinstall" installs fully unusable driver (after a reboot I can only enjoy the black screen with console cursor). After installing this version of the driver I couldn't manage the backlight brightness level and after leaving hybernation it stuck at the level of 0.

Now I can't update my system as after updating something crashes and some black shimmering lines appear on the screen. The only work-around I've found is to disable compositing which is not suitable for me.

Thank you for your bug report! 
However this bug report was created/provided previous to 01/01/2023 and also has not received any updates since  before 01/01/2025. 
Unfortunately KDE neon no longer provides updates for anything older than noble 24.04 based edition's.
Please upgrade to KDE neon noble and if you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.
