SUMMARY
When I try to open a file for an app that is already open (say a text file in Kate), the window is not automatically switched to that app.


STEPS TO REPRODUCE
1. Open any text file in Kate.
2. Switch to dolphin and try opening another text file.

OBSERVED RESULT
Kate doesn't come back to focus. I have to manually switch back. Same result is seen in other apps like firefox. (see https://imgur.com/pEzaNyc).

EXPECTED RESULT
The corresponding window should be brought back to focus.
