SUMMARY
I have turned on automatic updates and turned off offline updates, but I have to manually update and restart to apply them every time.
STEPS TO REPRODUCE
1. Login
2. Get updates available notification, click on update in Discover
3. get system restart needed notification, restart

That's how it's implemented right now. Offline updates are always offline. This is to prevent the system from breaking when you leave it unattended.
