SUMMARY
The konsole don't have any window decorations, I can move the konsole windows 
using the to the menu bar but I can't do any other widow manipulations. I only have this problem with any other applications.
I'm running Kubuntu 21.10 Impish Indri
I tried reinstalling konsole

The solution was to purge the konsole install, manually remove any files referring to konsol and then reinstalling
