SUMMARY
This setting from the file is ignored


STEPS TO REPRODUCE
0. Enable displaying the word wrap marker.

1. Add kate: word-wrap-column XX comment to the file
2. Reopen the file

OBSERVED RESULT

Marker position does not change

EXPECTED RESULT
The value in the comment always overrides the value in the editor settings.

I can't reproduce the bug in the current development version of kate (22.03.70)
